Pump Confusion

A.M.M. (Bellingham) found a sign for thought (not a sign of thought). So, what are your thoughts?

In this Union 76 sign, what exactly does "3x more" mean? Is it a pure multiplication situation? Does it actually mean "3x greater" as the picture-graph suggests?

For example, if I have 6 apples, and you have "3x more" apples, do you have 18 apples or 24 apples?

The situation is muddled further by the next claim of "30% more than...." Now, the graph suggests the idea of addition via the "than."

A final note: What would the value of the partial drop have to be for the claim "30% more than..." to be true?
